Media Encoder gets stuck rendering seemingly randomly

Version: Premiere 24.1, Media Encoder 24.1.1

Platform: Windows 10

Hey everyone!

I've been trying to export this project through media encoder for the last day or so. However it seems to get stuck rendering almost completely randomly. I've tried several different codecs, both gpu and cpu rendering, and even tried exporting it as an image sequence as a last ditch effort and nothing seems to work. The project contains a lot of linked media so I thought that might have been it, but it still seems to get stuck on parts of the video that are purely in premiere. It doesn't even pause at specific points as well, it seems to be almost completely random. In addition I notice that when it does pause cpu and gpu usage seem to go to almost zero like encoder paused. I have no clue why this is happening, any ideas?
