Media Encoder isn't installed

I have media encoder, premiere pro and after effects, i pay for that, and it doesn't work, i've tried reinstalling it, i've tried a tutorial on youtube that said to reorder the folders, i've tried older version and nothing working.

Now im running the latest versions of each program to the date (i've updated them yesterday 6/3/2023) and I still can't render on Media Encoder.

I pay for an app that doesn't work, nice job.
