Media Encoder renders footage shifted

When I render any video using encoder (haven't tried direct renders from After Effects) The footage is shifted as seen here Video example

    This is a known issue.  

    Make sure that the version of Premeire Pro, After Effects, and Media Encoder all match.  For example, using the current vesrion they would each be 23.6.

    I've been getting this same problem as well, on H.264 and ProRes exports, but not DNxHR
