Stops encoding when window loses focus

Windows 11 Pro - 22H2 Build 22621.2428

Encoding stops when the window loses focus. It starts again when the window gains focus.

To recreate:

1. Set any video encoding - i have tried prores to h264 and h264 to h264. 

2. Click on a different winow, wait a bit - observe ME has stopped

3. Click back on ME - observe that it picks up where it's left off.

I went away for a few minutes the first time this happened, it really does stop encoding, not just stop updating the UI.
