Video playback extremely laggy on 23.3

Video playback on multitrack is broken on the 23.3 version. The video preview is extremely laggy.

Reverted back to version 23.2 and works as intended again. 

This is happening only on my Windows 11 machine 22H2 (22621.1555). On my Macbook there's no problem.
