P: Camera Raw 9.3: Broken "Default Develop Settings"

Massive issue after updating to Lightroom 6.3.
The “Default Develop Settings” isn’t working, the settings are reset every time you start Lightroom.
I’ve got hundreds of default settings for different ISOs saved for a number of cameras, all don’t work.
The folder with the Default Develop Settings still contains all my defaults:
C:\Users\\AppData\Roaming\Adobe\CameraRaw\Defaults.
But they don't load anymore with Lightroom 6.3, so when I hit "reset" on a photo it resets the photo to lightroom default values instead of what I set in the "default develop settings".

When I try to set a new “Develop Setting”, let’s say, default develop setting for clarity on ISO100 photos is +10, it works for the duration of my lightroom session, BUT as soon as I close lightroom and restart it, the default develop setting doesn’t work, i.e. when I click "reset" on a photo, it resets the clarity back to 0 which is the lightroom default and not +10 which is my default for the ISO100 photo (this is of course a simplification of the problem).

Does anybody else have this issue? This is a very big deal for me, these default develops settings save me huge amounts of time normally...

When will ACR 9.4 be released. Great for Lightroom folks but what about PSCC?

Same problem with the Leica S 006!! I tried to make presets as I did with all my other cameras: e.g. set sharpening to zero and "make default", so that after import every image from the Leica S 006 has sharpening zero'ed. But Lightroom forgets the settings for the Leica S 006 after restart! Settings for the Leica S 007 and Leica S2 (or S2P) are not forgotten. I checked this on 64bit Windows 7 in Lightroom 5.7.1, in Lightroom 6.3, and in an old version of Camara Raw and in the current version of Camera Raw, and on my second computer: always the same es statet in the above posting for many Sony cameras.

Will there be a solution for Leica S 006 users?

After closing, LR CC loses customized default settings for many Sony cameras. I've found this problem with the following models: Sony A7R II, Sony RX100, and Sony alpha 850. This problem persists no matter what type of change I want LR to apply. For example, I updated LR so that it would, by default, add +1 exposure to images taken with the Sony alpha 850. This change was not applied when I imported a new image taken with the 850.

LR CC retains updated default settings for cameras made by other manufacturers. I've tested the following cameras and found no problem with any of them: Nikon D800e, Nikon D810, Pentax 645D, Pentax 645Z, Panasonic FZ100, Fujifilm X-Pro 1, and Fujifilm X-E 1.

Now I apply presets on import for images taken with the Sony cameras. This workaround is effective, but it's odd that LR has trouble handling Sony images. I can't say when LR began having this problem, but it is frustrating nonetheless.
