P: Camera Raw 9.3: Broken "Default Develop Settings"

Massive issue after updating to Lightroom 6.3.
The “Default Develop Settings” isn’t working, the settings are reset every time you start Lightroom.
I’ve got hundreds of default settings for different ISOs saved for a number of cameras, all don’t work.
The folder with the Default Develop Settings still contains all my defaults:
C:\Users\\AppData\Roaming\Adobe\CameraRaw\Defaults.
But they don't load anymore with Lightroom 6.3, so when I hit "reset" on a photo it resets the photo to lightroom default values instead of what I set in the "default develop settings".

When I try to set a new “Develop Setting”, let’s say, default develop setting for clarity on ISO100 photos is +10, it works for the duration of my lightroom session, BUT as soon as I close lightroom and restart it, the default develop setting doesn’t work, i.e. when I click "reset" on a photo, it resets the clarity back to 0 which is the lightroom default and not +10 which is my default for the ISO100 photo (this is of course a simplification of the problem).

Does anybody else have this issue? This is a very big deal for me, these default develops settings save me huge amounts of time normally...

*Correction, it appears setting the default develop settings work on the Canon 7D and Canon 1DIV files and they remain after restarting the program, but don't work on any of the Sony files, a7R, a7RII, NEX6, NEX5N (tried all of these and all go back to lightroom defaults after restarting the program)

Could you zip up a copy of your saved camera raw default settings and a raw image file that demonstrates the problem to your Adobe CC sync folder (or dropbox) and let us know the shared url link. We'll investigate.

Hi, it's happening on any file from any camera I've used since 2010 which include the following: Canon 7D, Canon 1DIV, Sony NEX C3, NEX 5N, NEX 6, a7R, a7Rii, RX1.

Wherever I set a new default develop setting on a photo (or any that I've set in the past on all these cameras) none of these load when starting up lightroom. I might try a reinstall tomorrow.

To answer your earlier question, yes it happens on all camera models on all files, on both my machines (one running windows 8.1 the other windows 10), both working fine up until lightroom 6.2.1, both not working after update to 6.3.

Yes the saved default settings have the correct timestamp. i.e. when I create a new saved default setting it appears in the folder as an xmp file timestamped with the exact time I created the setting, and the xmp file remains in the folder but it's as if Lightroom is not loading these default settings when it starts....

Hi Michael, Unfortunately we cannot reproduce this on our side. Could you zip up a copy of your saved camera raw default settings and a raw image file that demonstrates the problem to your Adobe CC sync folder (or dropbox) and let us know the shared url link. We'll investigate. Does it happen on all camera models or just ones from a specific camera? You're saying this is also reproducible in ACR 9.3? Does the saved default settings have the correct timestamps?

I just tried it on my secondary laptop, where I still had Lightroom 6.2.1 installed. Feature works normally, I update to 6.3 and ACR 9.3 and bang same issue, default develop settings that were set up don't work after closing lightroom and starting it again.
