DREAMWEAVER IS CURRENTLY INTERACTING WITH SERVER ERROR MESSAGE WHEN WORKING ON LOCAL SERVER

The issue I keep having is that whenever I try to create a new PHP file and begin working on it, Dreamweaver is still interacting with the server in the background, which prevents me from managing my sites and closing out the Dreamweaver program. I have to restart my computer each time I get the message that Dreamweaver is still interacting with the server to close the Dreamweaver program. The server I am using is Apache on the Xammp control panel and I am working on a local server. The current version I am working on is 21.3 on a Surface Pro 7 with windows 11.

This what show up when Dreamweaver is trying to interact with the server:

The blue bar will not go away and is what makes me have to start my computer every time it happens

This is the message that I keep getting:

I would really appreciate it if someone would be able to help me with this issue as I a huge fan of Adobe's software and would really be sad if I had to switch to a different IDE for Web Development.

Could be a problem with your local testing server or the drive on which it's installed.

Where do you store your local site folder?  Is it on your primary hard drive, inside XAMPP/htdocs/yoursite/?

Personally speaking I've had better luck running WAMP (https://www.wampserver.com/) over XAMPP.  But this could potentially be a firewall issue if you are using a non-standard port that might be getting blocked.  Can you try disabling firewalls and see if that does anything.  Also, try installing a different local environment like WAMP just so we can rule out a testing server issue.
