Opening error: resource files could not be loaded

Hello,

I can not open Dreamweaver, I just receive this message:

'The localized resource files for this application could not be loaded. Please reinstall or repair it and try again.'

I have had reinstall the applications twice and the error continues. What can I do to open the app so I can work?

This could be a larger creative cloud issue. You might need to consider running the cleaner tool and re-installing everything (more than just dw) https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html .
