I cannot crop a vertical photo into a horizontal format.

When cropping a landscape-oriented photo to a portrait orientation, you can easily do so by dragging with your mouse.
However, you cannot crop a portrait-oriented photo to a landscape orientation using the mouse in the same way.

In Camera RAW, you can perform both types of cropping using the mouse.

Pressing the "X" key allows you to toggle between portrait and landscape orientations.

*To start cropping, begin dragging from near the center of the image.

Seems to work just fine for me. The orientation flips if you drag the corner halfway down or so. Screen recording below shows how this works.

I’m unable to attach an image, but...
You shouldn't be dragging from the corners.
Dragging from the corners takes too much time if you want to perform a significant crop.
Instead, start the crop by clicking and dragging from near the center of the image.
Even though I am dragging, the corners do not follow the mouse cursor.
It is particularly difficult to crop landscape-oriented photos.

Realized I was cropping a horizontal photo just now and you are right, when cropping from the middle instead of from the corners like I almost always do (I rarely crop that extreme that cropping from the middle makes any sense) and you are cropping a vertical image, it will not go horizontal when dragging the crop. That is indeed annoying! It crops perfectly fine from the corners. Takes maybe a whole second longer but I can see how that gets annoying if you’re cropping to a tiny area in the middle.

Have you checked to make sure that the aspect ratio is unlocked when trying to drag to a different aspect using the mouse?

I want to crop a vertical photo into a horizontal orientation, while maintaining the original aspect ratio.

Cropping a horizontal photo into a vertical orientation is easy to do.
However, it seems that a bug is imposing a restriction when trying to crop a vertical photo into a horizontal orientation.
In Camera Raw, this cropping can be done without any issues.

This is a bug in Lightroom Classic.

I don’t see a problem even when the aspect ratio is locked, though both changes are a little bit fiddly when using only the mouse (I have always used the X key in those circumstances). I’m certainly not seeing a bug.
