Right, ONLY Adobe products have bugs.
Sarcasm off.

Yes, but WHEN will it be fixed? An UPDATE would be nice.

As others have noted, it seems like your CUSTOMERS are the Regression Testers now.
I mean, isn't fairly basic development / QA testing to ensure that the BASIC FUNCTIONALITY isn't broken by any new code? Isn't this in Dev/QA 101?

The bug was acknowledged a week ago. Regular progress reports and ETA would be "nice". This is more than a little inconvenient.

I don't know if this will work for others, but it works for me.

I work with Bridge and PS and had the same issues, below is how I solved this,

Open Photoshop with a TIFF or PSD file, which has layers.

Do not open via ACR, but directly in Photoshop, do not open with Photoshop already opened.

I Just select a new layer in that file, which fixes the problem for all other files and the grayed out area's.

However, I need to do this every time I start Photoshop again.

It's a silly issue, but it gives me time to wait for a fix weithout the need to uninstall/install

The workaround of opening Photoshop BEFORE lightroom made it work for me.

To reiterate, I don't use Lightroom, but I still experience the problem between Bridge CC 2019 and Photoshop CC 2019. To characterize the issue a little more...

I open Br CC 2019 but Ps is not running. I open a .NEF file which causes Br to launch ACR 11.0 and then I Open Image from ACR which launches Ps CC 2019 and the menus are grayed out.

But if ... I open Br CC 2019 and Ps is not running. I then open a .NEF file with open with > and choose Adobe Photoshop CC 2019 (default), again ACR 11.0 launches. I then open from ACR and Ps CC 2019 launches and this time the menus are fine.

Also if I launch Ps CC 2019 before I open from ACR then the menus are fine.

I guess, thinking about it as I write this (and the morning coffee settles in), when I have Br open with... using Ps, this first launches Ps in order to open ACR from Ps, which in turn is maybe not so different from me launching Ps first.

I haven't read all the latest replies, but someone brought to my attention they have the same problem when opening a photo from Bridge.

I could not replicate that problem myself, but maybe worth looking into by Adobe?

This is happening to me too and only after the update.  I have to resort to using PS CC 2018. that one still works when I launch from Lightroom.

But Adobe has learned and is saving money. Now we, their customers are the regression testers.

Pure coincidence.. also because Adobe have confirmed it as a bug and looking into it.
