P: Not recognizing small brush movements with Wacom

LR Classic 7.1 on Windows 10 v1709

This problem does not happen in PS, so I think the issue is limited to LR.
LR for Windows though. I cannot reproduce the issue on my MacBook Pro running OSX 10.11.6

When I make small movements with the Wacom pen, the mask is not applied, it is not until I move a good distance away while still pressing that I get the mask applied.

Both are set at 100, I had utilized that article when troubleshooting this issue.

I see very similar behavior on my Windows 7 system in PS with pressure sensitivity enabled. Make sure you have Density and Flow set to 100 in the LR Brush settings. You can also change the Wacom tablet pressure sensitivity for LR separate from PS as outlined at the below link. Scroll down to the section titled 'The Pen.'

I just installed the new (non-Classic) LR CC v1.1 to try it out, and the same thing is happening.
