P: People View: Ctrl + Mouse Wheel stops resizing thumbnails after reaching maximum size

Product:
Lightroom Classic (Windows, version 15.1)

Steps to reproduce:

Open Lightroom Classic

Go to Library and switch to People View

Ensure the Toolbar is visible (press T)

Resize People thumbnails using Ctrl + mouse wheel until the thumbnails reach their maximum size
(Reaching maximum size via the toolbar slider produces the same state)

Attempt to reduce thumbnail size using Ctrl + mouse wheel

Expected result:
Ctrl + mouse wheel should continue to resize thumbnails when scrolling in the opposite direction.

Actual result:
Once People thumbnails reach maximum size, Ctrl + mouse wheel no longer changes thumbnail size.
Ctrl + mouse wheel does not resume resizing thumbnails until the toolbar thumbnail size slider is manually adjusted.

Additional notes:
Ctrl + mouse wheel works as expected in Library Grid view and Develop view.
The issue appears isolated to People View.
The behavior is reproducible across restarts.
