P: Synchronize Folder doesn't recognize HEIC files that need to be imported

Win10 / Lr Classic CC 8.0

When using Synchronize Folder, Lr doesn't recognize HEIC files that need to be imported.

If the only "new" file(s) are HEIC, Lr shows there are no files that need to be imported and therefore, no import is done.

If the "new" files are a mix of recognized formats (jpg, cr2, etc.) and HEIC, Lr only counts the older recognized formats, but it does import all the files.

To reproduce -
 - In Lr, create a new folder.
 - In Windows Explorer, copy an HEIC file into the folder.
 - In Lr, right-click the folder and click Synchronize Folder.  The Synchronize dialog box shows 0 new photos to import, so you can't move on in the import process.
 - In Windows Explorer, copy a jpg file into the folder.
 - In Lr, right-click the folder and click Synchronize Folder.  The Synchronize dialog box shows 1 new photo to import, but Lr will import both the files.

So far, so good.  Both the import & synchronize issues appear to be resolved in 8.1.

Another problem most likely related to this one - 
Synchronize Folder doesn't recognize HEIC files that need to be imported

Win10 / Lr Classic CC 8.0

When using Synchronize Folder, Lr incorrectly reports HEIC files as missing.

To reproduce -
 - In Lr, create a folder.
 - In Windows Explorer, copy a jpg and an HEIC file into the folder.
 - In Lr, right-click the folder and click Synchronize Folder.  The Synchronize dialog box will show 1 new photo to import, but will import both files.  This is the previously reported issue linked above.
 - After the import completes, right-click the folder and click Synchronize Folder again.  Remove missing photos count is 1.  Show Missing Photos shows the newly imported HEIC image, but the HEIC image is not missing - it's physically located in the folder, there is no missing file indicator (!), and the Develop tools still work fine.
