P: Transforms center point icon doesn't snap correctly and is offset

... so it looks like in transform (CTRL-T) the movable center point with that crosshair icon doesn't snap correctly to the positions of the outer corner- and midpoint-handles.

Please investigate.

Seen in PS CC2019 (oct), Windows8, German.

    Win 7. On mine it does snap properly. I have all snap settings on.

    Hello, the same on PS 20.0.1 macOS 10.14.2 on Imac 27 '' end 2013 (non Retina)
