Unable to open updated version of Lightroom

Tried to open Lightroom from desktop. Failed. 

Instructed to move it to bin. Done

Tried to open from Adobe Creative Cloud. Failed

Instructed to move it to bin. Done

Managed to open it in new tab but not what I want to do.
