Dirt Filter Normal Map Issues V4.5.0- Windows 10

Hi,

I have just installed the latest version, 4.5.0 (before doing this I uninstalled the previous version 4.4.1 and restarted my pc).
The release notes mention that the following issue is fixed - Applying a Dirt filter on top of Image to Material generates a black normal. 
However I am getting the exact same results I was getting previously (a black normal map when applying the dirt filter to Image to material... also  a black normal when appllying the dirt filter to a material downloaded from the asset store.).
