Installed Adobe Sampler but it says entry point not found

I have already downloaded the Visual C++ Redistributable Packages for Visual Studio 2013 and sfc /scannow
it there were no corrupted files found but still show this error:

The procedure entry point vkGetPhysicalDeviceMemoryProperties2 could not be located in the dynamic link library C:\Program Files\Adobe Substance 3D Sampler\usd_ms.dll.

My other apps work fine, Photoshop, After effects, Premiere etc.

Hope to hear from you because i need to finish a project
