Cannot use the crop tool at all — "Could not use the crop tool because of a program error."

When I try to use the crop tool, drag and apply the crop, my entire layer gets wiped out. I have to Undo to get the image back. 

If I try to use Generative Expand, I get an error notification — “Could not use the crop tool because of a program error.” 

If I try to just Regular Crop after using Generative Expand, I once again get the error pop-up (rather than the layer deletion that initially occurs.) 

This continues to happen even after I close and restart Photoshop, regardless of the file type or size — I’ve tested it on different files with no common denominator. Obviously this makes PSD virtually unusable if a function as basic as CROPPING AN IMAGE isn’t working. Thank god we’ve bloated the program into oblivion with a bunch of AI features no one asked for though! <3 I’ve tried to add a screenshot but it literally won’t let me . ݁₊ ⊹ . ݁ ⟡ ݁ . ⊹ ₊ ݁.
