Export As" window glitches (Photoshop Version 28.0.1)

Issue: Persistent "Export As" bugs in Photoshop & Photoshop Beta (present since v27.9; still broken after updates).

Symptoms:
• Window Focus & Size: The "Export As" window falls behind the main app interface and resets to a smaller size every time, requiring manual resizing.
• Pixelated Preview: The export preview is pixelated (not present in standard v27.8).
• Zoom Bug: Preview only looks clear at 100% zoom, but the image overflows the borders, forcing constant panning to inspect corners.
Current Workaround: Rolled back and staying on version 27.8.

Unfortunately, I am unable to complete the upload process. The website triggers an error whenever I attempt to attach the screenshots for bug verification.

Notice the contrast with the legacy version, which was the final release unaffected by this issue. Observe that the rendering remains unpixelated, completely distinct from version 27.9 onwards, in addition to the other anomalies previously stated. This behavior is consistent across both Photoshop Beta and Photoshop; when running the older version, no issues occur in either application.
