P: "Apply to all" while saving stopped working (26.6)

I open the files by dragging them or create new ones. It doesn't matter if:
- the files were dragged opened (pdf, tiff) 
- are new and previously unsaved
- new, saved then edited 

It works fine in 26.1.0

Hi @default30872864ti3y7d please share your workflow, from opening a file to the steps you do when you see this issue.

Do you see the same issue in Ps release version or only with Ps beta?

One more thing: even if I attempt to close the program entirely it only asks once if I wanna save the active file, saves it and then noting happens.
