P: Beta 27.3 dxcore.dll not found

Seems the dxcore.dll issue is back from last year. Just updated to 27.2 of the regular normal version and am no longer able to start Photoshop. So I attempted to install the Beta 27.3, and it is also having this issue.

 

This was an issue a year ago with the update to version 26. Can this get fixed again?

 

We are running Windows 10 Enterprise with extended support for updates. I have had report of this from anyone who has updated in our organization.

Shouldn't Creative Cloud block updating, then?

I've the same issue. A few days ago, after updating to the 27.3 beta, Photoshop can not open and showed the error “dxcore.dll not found.” Today, Creative Cloud pushed a new 27.3 update, but after installing it, the problem still persists.
I'm running on Windows 10, version 1809 LTSC.
