P: Copy merged now ignores transparency [regression]

This seems to be a regression. I use this feature every day. 

Steps : 
Select the entire canvas including transparent bounds. 
Paste in new document

Results
Paste result is clipped to non-transparent bounds.

Expected
Bounds of selection copied including transparent bounds.
