P: Drag & Drop not working when Photoshop files are docked

Windows 11 desktop; Photoshop Beta V. 25.5. m.2464

When I drag a layer in one Photoshop file to another Photoshop file, the layer is not transferred when the files are docked. When I arrange the files vertically, the traditional drag-and-drop works as expected.
