P: Free Transform does not support transparency while menu is active

Hello. 

I've encountered on multiple occasions, in Photoshop BETA, that while inserting another picture and while the transform is active, you cannot set any transparency. Although you set it at a desired amount, the screen flashes but the transparency isn't there.
