P: move tool - layer selection group vs layer dropdown is flipped to opposites

Issue: Using the Move Tool, selecting "Layer" moves the entire group. Selecting "Group" moves the individual layer

Steps to Reproduce:
1. Put 4 items in a group
2. Try and move the group by selecting "Group" and it will just move the individual layer you click on and drag
3. Try and move one layer by selecting "Layer" and it will move the entire group of objects

Expected result: Selecting "Layer" should move the individual layer. Selecting "Group" should be move all objects in the group. (Video attached)

Actual result: Selecting "Layer" moves the entire group. Selecting "Group" moves the individual layer you select.

After the latest Photoshop update, grouped layers are behaving incorrectly. When I select a layer, the whole group moves instead of the individual layer. When I select the group, only a single layer moves. The behavior seems to be reversed.
