Photoshop Beta 28.0.1 freezes for 10+ minutes when opening New Document and repeatedly becomes unresponsive on Windows 11 (RTX 5080)

Title: Photoshop Beta 28.x — Severe Repeated UI Freezes, New Document Dialog Hangs for 10+ Minutes, Possible Window Focus Issue (Windows 11 / RTX 5080)

Issue:

Photoshop Beta experiences severe and repeated UI freezes during initial interactions after launching. The application starts normally, but interacting with menus, panels, or the New Document dialog can make it completely unresponsive for extended periods.

This behavior has persisted across multiple Photoshop Beta updates, including the 28.x series.

System:

  • OS: Windows 11

  • GPU: NVIDIA GeForce RTX 5080

  • CPU: AMD processor

  • Display configuration: Dual monitors (4K + 1440p)

  • Photoshop: Latest available 28.x Beta build as of October 31, 2026

  • Exact build number: To be provided from Help > System Info

Steps to reproduce:

  1. Launch Photoshop Beta normally.

  2. Wait until the main interface appears.

  3. Open the New Document dialog.

  4. Photoshop may become completely unresponsive for several minutes.

  5. Wait for the application to recover.

  6. Click another UI element or perform another operation.

  7. Photoshop becomes unresponsive again.

  8. These freezes repeat several times before the application eventually becomes usable.

Additional observation:

During the latest occurrence, opening the New Document dialog caused a freeze lasting approximately 10 minutes.

After Photoshop recovered, another mouse click triggered another freeze.

Later, the entire screen appeared to stop accepting mouse clicks, as if Photoshop or an invisible window was intercepting input.

Pressing the Windows key to open the Start menu appeared to restore responsiveness.

I cannot yet determine whether this is caused by an invisible modal window, a window focus problem, GPU compositing, or a blocked UI thread.

Expected result:

Photoshop should respond normally to user interactions immediately after launching. Opening the New Document dialog should not freeze the application.

Actual result:

Photoshop repeatedly becomes unresponsive for extended periods after UI interactions. The application eventually recovers, only to freeze again after the next interaction.

Impact:

This makes Photoshop Beta practically unusable during the initial period after launching.

Additional context:

Similar freezing behavior has persisted through multiple Beta updates. Updating to Photoshop Beta 28.x has not resolved the issue.

Please investigate the UI initialization, New Document dialog, window focus handling, and possible main-thread blocking.

I can provide a screen recording and Photoshop System Info if needed.

Additional observation:

During the freeze, Photoshop sometimes appears to block mouse interaction across the entire screen. Pressing the Windows key to open the Start menu appears to restore responsiveness temporarily.

The application does not crash or terminate. It eventually recovers after prolonged periods of being unresponsive, but subsequent interactions can trigger additional freezes.

This behavior is reproducible across multiple Photoshop Beta updates and has persisted through the latest 28.x build.

Update — October 31, 2026

I performed an additional test with my third-party OOclusion plugin completely removed.

Photoshop Beta 28.0.1 (Build 20261026.m.3727) still exhibits the same severe repeated UI freezes without this plugin.

The new System Info report confirms that OOclusion is no longer loaded and no optional third-party plugins are present.

The GPU Sniffer completes successfully, and the NVIDIA GPU driver remains unchanged (621.01).

This suggests that the issue does not require the OOclusion plugin to reproduce.

I can provide both System Info reports for comparison.
