Workspace does not persist

My workspace does not persist across exiting and relaunching the app. Palettes that were opened or arranged a specific way in my custom workspace upon exiting the app will appear closed or rearranged the next time the app is launched. I constantly have to go to “Workspace > Reset” in order to bring my custom space back to its appropriate order.
