I suddenly cannot use shift or control in order to select multiple layer nor can i use shift in order to rotate my canvas in a way that snaps to the nearest straight angle.

Shift and control still allow me to save(ctrl+shift+s) or select my entire screen(ctrl+a) but its just layers and rotating to my current knowledge. I have already restarted my computer, redownloaded photoshop, and its an issue both with stylus and trackpad.

Try to reset the Photoshop preferences. This will often helps..

Remember to back up your settings before doing the preference reset:  https://helpx.adobe.com/ie/photoshop/using/preset-migration.html

i had already tried to reset them by doing the ctrl+shift+alt on start up, but i did just try this with reset preferences on quit and that changed nothing about my situation.
