Adobe After Effects Beta must be installed to import this file... but it is installed...

I created a puppet in Character Animator Beta. I then imported it and used it in Premiere Pro Beta (25.6). Then because Adobe loves to cache huge files and it was taking up all of my disk space, I uninstalled literally every Adobe product via Creative Cloud and then reinstalled it all. 

Now when I try and open my Premiere Pro file and relink the puppet it says I need After Effects Beta installed. The problem is it's already installed. I have Premiere Pro Beta (25.6) installed and After Effects Beta (25.6) installed. 

I've tried launching AE first, tried launching Character Animator first. Premiere Pro Beta keeps telling me that I need AE Beta installed. I've uninstalled and reinstalled and still the same problem.
