Adobe Creative Cloud Not Running — Cannot Update Premiere Pro (Beta)

I am using Premiere Pro (Beta) Version 15.3.2 (24D81) on macOS Sequoia with an Apple M3 Max chip. The Adobe Creative Cloud application is not running and cannot be opened. As a result, I am unable to update Premiere Pro (Beta) or any other Adobe applications. Attempts to launch Creative Cloud result in no response, and the app does not show any error messages. This issue is preventing me from accessing updates and new features, and it disrupts my workflow.
