Can't Scroll Bin

Steps to reproduce:
1. Have Project  window open on separate monitor

2. Project has more bins or clips than can be seen in the window

3. Twirl mouse wheel to scroll down to clips out of view. Nothing happens

4. Reach for elevator bar - it's empty
 
Result: ... Can't Scroll Bin. Have to move it to higher resolution screen to expand.
Expected: ...Scroll bin

BUT WAIT...

Move Project window back over main screen with timeline (a second time - still undocked)

Elevator bars reappear

Scroll wheel will scroll

Now it's all fixed.

What's up with that???
