Digital noise in audio when Premier Pro or Audition are in foreground

Steps to reproduce:
    1. ...Start Premier Pro (Beta or Proudction)
 
Result: ... Faint digital buzz comes from speakers (based around 1KHz)
Expected: ... Silence

I don't remember this being the case in versions prior to 2023.  Switching to any other app (like this web page) silences the noise. Noise is apparent in Audition, but not in After Effects, AME, or other Adobe apps.

This is using a USB audio device (Allen & Heath mixer) as external sound source.
