Does the flip horizontal and vertical effect work in this beta version ?

Doesn't appear to be a way to flip a frame a frame in premiere. should be a right-click option or, at the very least, a right-click fly-out menu option under the edit menu.

I meant Beta(24.2.0.31).

I'm using Version 24.2.0 BETA (Build 30)

I've spent the past hour, trying to use the Horizontal Flip effect on a clip and it won't work. I've tried everything. The Fx tab is not toggled on. 

Working here in build 21 windows.
