Gaussian Blur issue

Hi 

Does anyone had a problem with Gaussian Blur today?It looks that inverted option is not working. It was fine yesterday. Also when I look for Gaussian Blur in the effects panel it is not showing. I have to scroll all the list of different blurs to find it.
