Keyboard Shortcuts Interface is NOT Opening

So I am trying to open the Keyboard Shortcuts so I can import my shortcuts from older versions but it's not opening at all. Does anyone else have this problem? I just updated it to 24.1.0 but still not working.

What build? Working for me on Win10 in 24.1.0.29. I see Build 31 is available this morning.
