Media Encoder Beta 24.1 - M2 Max MacBook Pro - Ventura 13.5.2 Failure to launch

I've been fiddling with the latest beta of the media encoder for a couple of days now. I am getting a Media Encoder Damaged message asking me to remove the app.

I have tried uninstalling, rolling back versions, and everything else I can think of, but nothing works. Fortunately, I can still export from Premiere Pro, but rendering embedded After Effects comps are a problem.
