Media Encoder Premier Pro Beta Not using NVEC to Decode Video

When exporting Video from Premier Pro Beta (Versions Below);

Media encoding appears to be working right with NVEC Encoding in both Premier and Media Encoder, but there is no Video decode happening in either Media Encoder or in Premier, it's all been shifted to the CPU for Decoding.

I dont know when this started, as this is the first version I have used since returning from a trip abroad.
