pen and rectangle tool only create shapes and not masks

In my case, it seems the software must have been having a display glitch that was having an issue with the mouse going a few pixels above where it was showing,  and it was causing it to select the shape button from above the mask tools.  Uninstall reinstall and a fresh boot fixed it.  Make sure you pay attention the graphic is showing from the pane the mask tool actually select and go from there.
