playback too fast

Whenever playing back video it its too fast, it sounds like tom nook. even if i playback at a slower rate its still wonky. same wth all codecs. Tried enabling and disabling NVENC encoding and decoding, deleting media cache, creating a new project file etc. 

this is with an RTX 4080 and studio driver 531.68
