Premiere Beta and regular new update resets old project files layers (position, rotation, scale)

This has been an issue for a while. Layer properties of project files that have been created before the update all have been reset.

Effects and animations are still there. You would just find the layers stacked and centered in the video with no rotation, scale, position, anchor properties saved. All reset. 

Graphics have not been affected. Only pictures and videos.

I can't trace exactly what update started all this reset since I didn't need to access those project files, maybe when  the properties panel was introduced. 

Current Premiere Beta Version: 24.6
