Premiere freezes after each minor editing action on Windows

Premiere Pro (Beta) freezes after each minor editing action (selecting or moving a clip on a track, zooming the timeline, etc.). Each freezing may take from 1 to 5 minutes, so I can’t edit my videos well. This happens even in simple projects with 2-3 tracks and without complex effects.
