Premiere Pro 26.3.2 Launch Issue Potentially Related to Network Connectivity or Licensing

I have been experiencing an issue with Premiere 26.3.2 (Build 2) failing to launch. This morning I discovered what may be a useful clue.

After completely shutting down my laptop last night, I powered it on this morning and launched Premiere before connecting to WiFi. In that state, Premiere opened without issue. Note: I clicked on the Windows icon to run Premiere, not within the Adobe Creative Cloud app.

After connecting to WiFi and closing Premiere, the application would no longer launch.

Based on this test, the issue may be related to network connectivity, authentication, licensing, or a service that becomes active once the system is online.
