Premiere Pro Beta Blur Effect does not have mask option. I downloaded and opened the non-beta version and the effect has the masking options (pen, shapes, etc).

Sounds like you are seeing new Masking that is currently in Beta builds. Masking has been removed from the ECP and has been moved to Tools panel with updated functionality. You can find more information at Now in Premiere Pro Beta: New Masking Tools
