Premiere Production Viewer frozen and no playback.

I have a Production project and when I copy clips from a sequence in one project to a sequence in another project Premeire completely stops palying back anything. The viewer is completely frozen but the rest of the program bahaves like nothing is wrong. The playhead does not play in the timeline but I can still drag it around and all the clips are loaded in the timeline.

I have tried EVERYING imaginable but the only thing that works to have any playback again is to restart the program. 

Happening in newest versions of Premiere 25 and Beta.
