Scaling issue within Effects Control Panel

Beta version 23.5.0 (Build 25)

Macbook Pro M1 MAX - macOS Monterey 12.2.1 - 64gb Ram/Graphics

When rescaling with the scale tool in the effects control panel, the selected video will become smaller than the specified size when actively moving the video in the frame with the position tool.

This is something I do commonly for Vertical video, so you kind of have to guess if the video is in the right spot rather then see it line up correctly. Lots of trial and error. Attached a screenshot to show what specifically is the issue. 

To be clear, I can not seem to reproduce the issue, but if you simply copy my timeline with any clip you can attempt to recreate it!
