Scene/edit detection rarely works

Today, I've found that scene/edit detection usually does not work at all, even on some very conventional clips, with obvious cuts. I've had the problem on both the release version of PPro and 22.5.0x42 Beta. Quitting and relaunching PPro cures the problem.
