Tahoe 26.6.2 won't allow Adobe Premiere Pro (Beta) to open, "is damaged can't be opened"

macOS reports “Adobe Premiere Pro (Beta) is damaged and can’t be opened.” Reinstalling the Beta twice does not resolve it. spctl reports a sealed resource is missing or invalid. codesign --verify --deep --strict --verbose=4 identifies five added files under Contents/UXP/plugins/com.adobe.dva.creative-copilot/webview/assets/. I can launch only after using Privacy & Security → Open Anyway.
