Timecode generation upon export is STILL wrong

Ever since someone at Adobe who knows nothing about video, computers, business, software, UI, UX or customers decided to ruin PPro's perfectly fine export workflow, "Generate Timecode" has not worked. I've reported this before, many months ago but maybe it got lost among the millions of other people's complaints about this abysmal export process that has been defecated upon us. To replicate the bug:

1. Set an in-point and out-point somewhere (not at the start) of a sequence.
2. Export that, setting Effects > Timcode Overlay to On, with Time Source set to "Generate Timecode", "Start at" set to 00:00:00:00 and Range to "Source In/Out".
3. Do the export, and see that the timecode does not start at zero.
