timeline smooth scroll is blinking like the lightning storm

This thing has always been sitting there since the appearance of the smooth scroll and making it unusable to this date still. Each time Premiere Pro says something about updating the preformance of redrawing its UI I check this function an it always remains blinking like it's some elecricity  circuit in the water...
Could you please fix that? Please

And the hotkey for on / off this option would be also a nice thing to have instead of navigating each time the timeline preferences...
